I would tip the chef if he's making your items as you sit there and pick out what you want. I would also tip the waitress if she's clearing plates, bringing more to drink, bringing hot towels to wipe your face, etc. Maybe you want to figure how much of a tip you'd normally leave, and then divide that amount 60%-40% to the chef and waitress. Simple example: if you tip $10, give the chef $6 and the waitress $4. In fancy restuarants, you'll end up tipping the waiter, the captain, the wine steward, and the coat check attendant, so you may have to tip two people in the sushi place. It's just part of the deal.
