Just add a bit of soy sauce to your marinate instead of salt. It just makes beef so tender.
References :
Personal experience

Ah, chuck steak. The world's worst steak made wonderful by Wish Bone Italian dressing. Shake up the bottle and pour a bit in the bottom of a broiler pan. Place the steak on top and then pour the remainder of the bottle (yes, the whole thing) over the steak. Alternatively, you can put the steak and dressing on a big bowl. Marinate all day and grill that evening.
You can do the same thing in a crock pot. Cook all day in the dressing. The best meat you have ever tasted!
References :
you could pound it with a tenderizing mallet to help break up the fibers a bit. That is an old fashioned way of tenderizing without chemical or ingredient help. Also, never over cook. the nicest tenderest steak will be shoe leather tough if over cooked.
References :
I always use pineapple juice, it never lets me down. The acidity breaks down and leaves a great flavor. You can add some soy sauce for the salt which also tenderizes (about 1 cup to four cups of juice). Add 1/4 cup of brown sugar and let rest in the fridge for at least an hour preferably overnight. I think you will be pleasantly surprised.
Good Luck

I like a lime juice based marinade with cumin and garlic. The lime does a good job. The 2nd thing is to make sure you do not overcook it. The more done, the tougher it will be
